A file exported to MS Word XP/2002 format makes headers and footers read-only if
indexes and tables are set protected.

When a file is exported to MS Word XP/2002 format, and the file is then opened
in Word, I observed that the headers and footers are read-only. It appears that
this happens when a document has an index / table which has been "Protected
against manual changes", which is the default setting.

An issue like this was already reported as 58082, but due to lack of feedback it
was closed on 27 Jan 2006.
