that preservation planning is what was asked of the Council by the
public. The economic benefits have long been known since NJ did one of
the first formal studies on the subject.

Now there's an astute observation. and sense.
When the "PLAN" was sold to the public we were promised new ratables
within a year, in addition to the entire beachfront becoming a ratable.
