This issue came up at tonights Council Meeting. They were unwilling
to provide the public with the actual complete document.
It was not introduced as an ordinance amending the RA.
It was voted on and passed as a resolution.
The public had no opportunity to read it or comment on it.

What's on the website isn't an agreement at all. It seems to be a
powerpoint presentation with some highlights.
I want to see the actual contract. Then we'll know something.
