A major issue with 911 in AP -- it is misused for non-emergencies. Also many calls are made from pay-phones and then hung-up on. The cost factor is -- each call gets billed to Asbury Park. References to 911 should be removed from all police vehicles, it only ecourages calls for ANY type of police
