Keady's attempt to respond was cutoff by Jim Bruno. Acting
in his capacity as Deputy Mayor filling in for an absent Mayor Sanders, as
chair of the council meeting, Bruno withdrew Keady's right to speak, even
though he had the floor at that moment. Keady appealed to the city attorney,
Fred Raffetto, to clarify Roberts Rules on the point, but Raffetto told Keady
