I was right, it was San Francisco that has the top rated way to hold a
mayoral election. The second found item in the search explains the
method in a PDF file, It's a booklet published by The Center for
Voting and Democracy entitled Mayoral Election Methods . Can someone
link it to our site so we and the lurkers could view it more easily?
