Shifting their obligations on places like AP

Planner wants to stop change


The mayor and Township Council in Howell should oppose legislation 
that would bar municipalities from selling off their affordable 
housing requirements to other towns.

The bill aims to eliminate regional contributions agreements, or 
RCAs. They allow a municipality to transfer to another town up to 50 
percent of the affordable housing the state Council on Affordable 
Housing requires.

The sending municipality pays the receiving municipality, which will 
build or rehabilitate the low- and moderate-income housing.

RCAs are a helpful tool for meeting our obligations and are part of 
Howell's affordable housing plan. We have enough to plan for the 
amount mandated by COAH. Removing RCAs would create an unnecessary 
hardship.
