issue with schools if the house is a second house. If the land with
rotten buildings could be sold off lot by lot for single family

Schools are only part of the picture.
People need to live in the city, not just send their kids off somewhere else.

I think almost anything could work but I think towns make it harder to
achieve success when they try doing projects on a grand scale all at
once rather than completing a project, having it work and then moving on
to the next project.

I agree Jack all those other issues need to be addressed.
However, they don't solve the City's budget problems. I think
condos do.
If I were to move to Asbury with my 4 kids, AP looses money. You'd
spend $80k per year just on education costs for the kids, and I'd
only kick in $10K in taxes.
