A combination of speculators and hard working individuals made it work
along with some enforcement of code violations have helped clean-up the
crappola.
Investors come when banks give money - or people with money can cover
the gamble. Most banks are not giving 80% of the sale price in AP,
while in other areas of increased value, they are. So you have to have
more $ out/pkt to play.
Nothing more then dumb luck that prices increased while these folks
