I think you forgot to remove the "9" in front of the called number. The PSTN
Router ever expect the DNIS without the 9.

I was having PSTN issues yesterday during my proctor lab session. I could not
get any PSTN calls outbound to the test PSTN phone from either HQ or BR1 site.
This has worked in the past.
I had configured BR1 as an MGCP gateway so that I could debug this issue and
setup a route pattern
