May also depend on the clearing network and card type with regards to
how long an authorization is held.

Anyone
Anyone who is doing this kind of work -- make sure you read all the
details available from your Gateway provider. I work with Verisign &
PayFlowPro and, according to their docs, when you do this kind of
"authorize" it DOES place a hold on the funds. Then, depending on
whether you VOID or CRED
Well, we use AVS (address verification service) and CVV. All of our
transactions are checked for validity prior to an order being placed.
These services (and more) should all be offered to you as standard with any
transaction processor.
We use GlobalCollect btw.

I was hoping that someone had done authorizations using paypal so I don't

Most decent modern payment gateways will allow you to do this.
Do you have any particular requirements for what type of payment gateway
you need to use?

Not sure how you're implementing this but couldn't you just Authorize a
penny or something on the card and use AVS (address verification) to check?

You should be able to just authorize a dollar (with a short timespan,
if possible), and never use it.

You should be able to "authorize" the charge. This is typically done at gas
stations - they authorize up to $75, then cancel the transaction. It should
never show up unless you actually charge the amount or if you forget to
remove the authorization.
