Its the same principle as inviting people around bans - except nicks can be
changed on the fly...
Maybe it needs to be forbidden to change nicks whilst in a channel where a
ban masks the nick ?

Hello.
You ban *nick*!*@*, the person parts the channel, changes his nickname,
joins and changes his nickname back to 'nick'.
The person IS under a banmask, but he can speak as usual. I think this
should be considered a bug.
