You should browse the README and INSTALL files, as well as RELEASE.NOTES,
in the top-level of the source tree. Also, many of the files in the doc/
subdirectory are useful for learning how to configure and operate the
server

I already re-wrote the Oper FAQ and it will be up on the Undernet web sites
shortly. Although cfv-165 did away with snotices, users still see IRCops
doing mode changes (oping channels), and if a person is killed while on
your channel, you will see the Oper kill. With that in mind, the part of
the
cfv-165 fixed that dont forget...
