### Description
Currently, when a state filter (Failed, Queued, Running, Success, Required
Actions) is already selected on the Dags page, clicking it again does not
deselect it.
Users must use the "All" button to clear individual filters, which is not
intuitive.

### Use case/motivation
1. Click "Required Actions" filter → DAGs are filtered to show only failed
Dags
2. Click "Required Actions" filter again → Filter is deselected, all Dags
are shown
3. User can easily toggle any filter on/off with a single click
