Oh, ok. I do not have a say here, but this would be my preferred way.
I think the general redesign of the standard Java Collection makes it
necessary to rethink the commons collection idea from first
principles.
"What is missing in Java 5 Collections?" might be the guiding question.

Anyway, from what I see in my daily work 1.5 really is widely
distributed and safe to rely on. Commons Transaction 2.0 will
certainly require it.

I think there's merit in simply porting generics to the current Commons
Collections 3.2 codebase, but I believe we could get better bang for our
buck by discussing how we might reboot Commons Collections. I would
