This fix solves the problem, but at the cost of unnecessarily resizing all non-fullscreen windows. Now all new terminals (even those that would not have been placed over the edge of the workspace) are 79 columns by 22 rows, which is ... unsatisfactory. I have filed bug 1287472 to track this regres
