The mouse doesn't do anything because that option has been disabled in
the "Viewport Switcher" plugin. Water not working has already been
reported.

The cube now works, but only by clicking the change desktop icons in the
lower left panel. Previously, I could rotate the cube via the scroll
wheel on the mouse. That method doesn't work, although it works fine on
jaunty. Water effects doesn't work either.
