Beginning Cygwin: cygpcre dll error

I downloaded the simplest cygwin, about 50M, onto my W2000 machine, and have a question about a dll not found error for cygpcre.exe (dll?) in trying to use man gunzip. How do I fix whatever needs fixing? While I'm at it, how do I get fdisk and perl? Are they not part of the simplest download I have
