I don't know why, but this patch is causing mod_perl to segfault for me.
Backing out to 1.29.0.1-5 causes the crashes to stop, and as far as I can
see this was the only change to the mod_perl code between the 2 versions
I do use PerlSetVar in several VirtualHosts, none of which are '0'.

as noted on irc, we should exclude .dpkg-* files, and also dot-files etc.
This is a patch to do this; please can you review,test and confirm it seems
valid? (I don't have a way to commit on debian-apache, so please apply if it
