On cinnamon there is a work in progress that will remove/replace use of 
libgnomekbd: https://github.com/linuxmint/cinnamon/pull/12758


I don't know when it will be ready, I haven't followed it well or tested 
it but that remake seems quite big to me and I suppose it might not be 
completed for the next version of cinnamon but it will take more time

I didn't look at the code but I noticed that this week Debian MATE
began including
https://tracker.debian.org/pkg/matekbd-keyboard-display which uses the
older fork of libgnomekbd, https://tracker.debian.org/pkg/libmatekbd

On cinnamon will be probably replaced as part of wayland support 
(https://github.com/linuxmint/wayland/issues/14), it is not defined yet 
when, at the moment wayland support does not seem to be a priority, even 
if it is slowly proceeding with something in each new major version.
