The change is just https://salsa.debian.org/debian/flameshot/-/commit/7655f4ab8b156f79b1be7d02b84c616749725265, so installing qt6-svg-plugins and seeing if that fixes it would likely be a good enough test. The root reason seems to be that you did not have qt6-svg-plugins installed. I made qt6-svg-plugins a hard dependency in flameshot/13.3.0-2 to see if the issue can be solved.
