We may need a versioned dependency on doxygen-doxyparse (>= 1.15.0) to make 
debci not bother testing with doxygen 1.9.8 in testing.

To make the autopkgtest succeed and unblock the doxygen testing migration the 
CI job currently needs to get analizo, doxygen, and llvm-toolchain-21 from 
unstable to succeed:
