I think this is actually a policy violation by libsingular4m4n1, namely

 The run-time shared library must be placed in a package whose name
 changes whenever the SONAME of the shared library changes

It is weird that only that one library has the SONAME that changes
following the upstream version. Perhaps this is configurable?
