I just did this with gcc-4.0_4.0.3-3 which is currently sitting in
incoming and it completed fine.
I've encountered the same problem.
The devel/gcc package is missing for amd64 in testing (etch) branch
(http://packages.debian.org/testing/devel/gcc).
The Stable and Unstable are fine.
Looking forward to see this bug corrected.

On amd64 testing the Package libgcc1 is missing.
Neather the old version 4.0.3 nor the new version required by quite a
lot of programs is listed in Packages file.
synaptic: Depends: libgcc1 (>= 1:4.1.0) but 1:4.0.3-1 is to be installed
