Bug#899088: gcc-8-cross-ports: provide riscv32 cross compiler

Source: gcc-8-cross-ports Version: 8.1.0-1cross2 Severity: wishlist Dear Maintainer, cross compiling for boards using a 32bit RISC-V processor (like AndesCore NX25) requires a corresponding compiler. We already build a gcc cross compiler for 64bit RISC-V. Please, add a 32bit cross compiler too.
