Target directory of cartridge agent [1] had been changed, this will cause
for incompatibility issues when using existing base cartridge images and
this will brake the usage of config script as well when creating cartridge.
Is there any reason to change the target?

Cartridge Agent is just a simple Java program and it's okay to exclude the
wso2 version of slf4j.

Thank you Isuru for the pointer. I was able to modify the file you mentioned
and confirmed cartridge agent zip file doesn't have the wso2 version of slf4j.
When we removed this jar file, we fixed the issue of spawned VM not converging
to active. However, logging for cartridge agent stopped

went to /opt/wso2/apace-stratos/repository/logs/wso2carbon.log (and its
neighbours):
