Summary: "mvn install" has a dependency on tests

Fix was to make AWS-EC2 module not to depend on Stratos version of
EC2-tests but Jclouds version of EC2-tests. I know this is not the most
accurate way to fix it, but since this is a limitation in Jclouds build and
we don't want our users to build with tests always, we need to fix this way.

We fixed this once, and seems after the Jclouds upgrade, it has been added
