I'm +1 for displaying a grey colour icon when DAS/monitoring is not
configured. Because it would give an indication for a first time user that
monitoring features are there but they are not configured.

Stratos 4.1.x branch already has the change to show Monitoring menu in gray
color as in the image attached at the start of this thread. We will go with
this for 4.1.5 release. Since DAS configuration page is not available in
stratos wiki at the moment, I'll add the
ixed in commit 270066786b35aafe185240632348e0fd8460408f.
