longer knows when the menu is being popped down because it's been
decoupled from those GTK+ events after 13.10 de-GTK+-ified the indicator
stack.

That bug still persists(in form described by Hans).
Many times right after system start i need to click that new icon with keyboard
Layout, and select Polish again(which is selected by default), after that
keyboard works properly.

I believe this is by design. Non-locked apps are not numbered. If you lock the
app, a number is assigned.
The only non-consistent thing I can see is: if you lock the app (number
assigned) and the unlock it, keeps the number until you close it.
