launcher icon background should be scalable svg instead of png

This is a new feature which will be available in 15.10 and forward. We
have a lot of bugs to get fixed in time for the LTS and at the moment I
don't want to spend time on cherry picking this and SRUing it. I will
put this on the list for consideration and if we get time, or someone
wants to work on

As part of the big bug clear up for 16.04 I am marking this bug as
invalid. These types of crasher are better handled by errors.ubutnu.com
which can collate similar crash reports to help us identify persitent
bugs rather than one-off crashes. Sorry we are not able to help with
this specific issue

I've found on my Dell XPS 13 9343 that going into System Settings ->
Display -> Scale for Menu and Title Bars, changing the scale to a
