It got a little bit more complicated. After a minor patch update, it started working. Then after another minor patch update, it stopped working again. Software Updater was not in the 2nd patch update. This indicated to me that it is one of the other packages that is causing an incompatibility with the Software Updater. Given that 1 - I use the command line anyway, and 2 - I haven't tracked down which dependent package is causing the issue, 3 - there is not a lot of noise about other people having the problem 4 - the problem has been re-occurring for a very long time (see history of this bug)
I will not be raising another bug + I don't think this one is fixed + I have very low confidence that it will get fixed. Similarly if I do Super-S or Super-W it doesn't show up anywhere. Even if I alt-tab to the application nothing shows up. This happens only when update manager runs on its own. If I kill it and then launch it myself it comes to the foreground just fine.
