Oops,
As soon as I sent the email, I found my problem. I had "epl" listed in
"open in code view" preference. I removed it, and it's OK now.

as well, so it might have messed up things.
But as soon as I change the extension to html, the design view is
available.
In my case, the DocumentTypes\MMDocumentTypes.xml existed only under
the main dreamweaver installation
