Attribute User-name is mising

Hi all, My Free Radiuss 1.1.1. doesn't want to Proxy an accounting request if he is missining the User-Name attribute My co partneres are Cellular company and they don't use" User-Name attribute" I was trying to usethe radrelay , but it has some limitition Pls help me to resolve
