Is the radius server in the winbindd_priv group ?
You might also need to give the directory group rx rights (not just x)
After those are you running a redhat or variant (fedora, centos etc.) if you
are you might also need to do something with selinux (or disable selinux).

I'm currently setting up a radius server to authenticate EAP based requests
against Active Directory.
Using Alan Dekok's guide I've got this authenticating mschap based EAP requests
successfully.
