Fix implementation of Win32 thread model for C++ modules

This applies the same magic to config/i386/gthr-win32.h that was applied
to gthr-posix.h (https://gcc.gnu.org/cgit/gcc/commit/?id=6a4d1c374eed17)
for the sake of C++ modules.
