This patch lets gsch2pcb open up ~/.pcb/preferences and read the
library-newlib = paths and add them to the list of places to get
footprints. The patch is directly for gsch2pcb.c

Here is my patch for hid/ps/ps.c that fixes the error
and naviagation issues with PostScript on Windows.
As far as I can tell it did not break anything on Linux either.
