Not sure if you are making your own footprints for these overhanging parts
or not ... but one solution is to make footprints that index up to the
edge of the board ... with some bac

I'm trying to do a layout in PCB with components that extend over the
edge of the board. This allows them to be mounted flush through a thick
face plate.
The only way that I can lay them out is if board size includes this
extra length. Is there some way of telling PCB to let me
