After upgrading geoserver and changing data_dir I can see all layers but am not
able to review them. Review list is empty while there are items. What am I
missing?

I configured jdbc users many times, and I didn't find any problem, so I
suppose there is a wrong configuration somewhere.
Make you sure to isolate the problem trying on service at the time. You can
try creating users in the default usergroup service first, then try to add
your jdbc service and
