   Ah, sorry. I've fixed them.
   
   We can add `CONTRIBUGING.md` to the root directory or `.github/` directory: 
https://docs.github.com/en/communities/setting-up-your-project-for-healthy-contributions/setting-guidelines-for-repository-contributors
   
   This is necessary for arrow-js and arrow-swift.
