I was wondering if the bug fixes were important
enough to warrant porting over from the 2.2 SDK?
I'm not really concerned with any fixes to Half-Life itself
(gauss fixes, etc) as well.

one because it does something different than when you type in a wrong one.
In IE, it says Error: opener.location is not an object, and then takes you

We're ready to release version 2.3 of the Half-Life SDK. This latest
version of the Half-Life SDK changes format from previous versions.
Starting with version 2.3, the source code for both single-player and
multiplayer mods will be included in the same installer.

However, Valve is pretty generous with these things - a quick e-mail

I don't think the issue here is who plays the mod but rather who distributes
it -- a magazine is technically a commercial product, and they are charging
for it. Legally, the issue here is whether the accompanying CD is
considered a freebie or part of the entire product.

I doubt it. Most (if not all) mods are available for download at various
websites to anyone who feels like downloading them (even non-HL users). I
don't think this type of distribution would be in violation of the license
because only HL players would be able to play it. (if my ramblings made a
