If you have access to the HMC, use PSW RESTART. It will dump the system
just like taking a SNAPDUMP followed by a re-IPL.

Instead of using ACTIVATE, try using
LOAD icon from the HMC/SE? This should allow you to see and change
your IPL address if needed.
