You need one system with DIRMAINt and the two others with DIRMSAT. Note
a pitfall that I remember from the 9221 days when I impleted it: one of
the DIRMAINT's minidisks should never be linked by anyone, or the
DIRMSAT workers won't run.

master system and then see if the DIRMSAT users get a file in there reader.
If not, DIRMAINT's (or RSCS') setup isn't right; if a file arrives: start
the DIRMSAT server and look in its console for any messages.

If you can send files from each VM system to every other VM system via RSCS
then that's not your problem.
The next thing to check is that you've got the CONFIGx DATADVH correctly set
up for Dirmaint custering -

You can use all DIRMAINT's CSE capabilities without shared spool, hence
without PVM. I set it up with RSCS quite some years ago. But, as it is
that long agao, I no longer remember by heart what to code in DIRMAINT's
config file, what is why I didn't reply earlier
