Probably it's Outlook. There is an option under
Tools->Options->Preferences->E-mail Options->Remove extra
Check your Outlook email options, recent versions have one to suppress
"extra" line breaks. I don't know the algorithm used but I'd say the
results tend to be unpredictable.
