Description: When RocksDB applies write throttling, it throws a
{{RocksDbException}} with {{Code.TryAgain}} error code. This happens in
RocksDbFlusher when flushes are issued too frequently, for example. This is a
bad situation indeed, but it's not too bad to notify the FailureHandler, a
