SOLR-12224: Add APIs to read collection properties (#4071)

Prior to this PR Solr allowed users to write collection properties but never
read them.  This commit adds two new APIs to serve this need: the first for 
listing all properties (`GET /api/collections/someCollName/properties`) and the 
second for fetching a single property by name (`GET
/api/collections/someCollName/properties/somePropName`).

Corresponding SolrJ "SolrRequest" and "SolrResponse" classes are also
generated based on the OAS definition for these new APIs.

Sorry to catch this so late.  I uncovered this JIRA again recently trying to 
help a customer do this.  It's certainly a recurrent problem worth solving for 
folks!

I am certainly interested in this one. I looked up how I would retrieve this 
information, and had the following discoveries:

It is possible as a workaround to get the collection properties by fetching and 
parsing the file collectionprops.json via zookeeper (in cloud mode). The 
following URL would be used for techproducts:

http://localhost:8983/solr/admin/zookeeper?detail=true&path=%2Fcollections%2Ftechproducts%2Fcollectionprops.json&wt=json
 (v1 API)

Not sure how reliable this approach is, but it is the closest I got to the 
collection properties.

I would want to have a v2 endpoint like GET 
/api/collections/:collectionName/properties for retrieving these data. Although 
there is already [a proposal in the v2 API 
spreadsheet|https://docs.google.com/spreadsheets/d/1HAoBBFPpSiT8mJmgNZKkZAPwfCfPvlc08m5jz3fQBpA/edit?gid=687305869#gid=687305869&range=D67].
