Thanks Krasi, that's how we do it, but this relies on specific target
extended communities to sort out which LSPs are installed for each
l2vpn instance. We want to use another common community to group
instances and avoid having giant match clauses.

It's possible to set communities at the "protocol l2vpn" level in a
l2vpn routing-instance at three different places:
set interface xxx community yyy
set site xxx community yyy
set site xxx interface yyy community zzz
