tunnel-services are only needed on PE routers.
There's also the alternative to use vrf-

One questions regarding the use of MVPN (JUNOS 10.4)
I read that the tunnel-services statement has to be configured under the
[chassis hardware pic]
But the question is: does it have to be configured on all the routers along the
path to the other PE router?
