Tag merge already exists; normally, a popup with a selection should appear
during the process. However, recently, some users haven't been getting any
popup. I can't reproduce it on three different Windows machines.

You try to "merge" a children tag to a parent tag with drag and drop.

The drag and drop here is used to manage the tag tree-view contents. Typically
you move a children tag to the parent's tag which is a non sense... So nothing
is done.

So my Q is : what's the tags merge want mean for you here ?
