On a Tumbleweed installation, checking `rpm -qf /usr/etc/login.defs` gives
`login_defs-4.19.4-1.2.noarch`. With `zypper info login_defs` shadow is
revealed as the culprit. The spec is therefore at
https://build.opensuse.org/projects/openSUSE:Factory/packages/shadow/files/shadow.spec?expand=1

I have opened a bug to update the documentation [1]. Thank you for pointing it
out.

It definitely makes sense that we're all consistent across software. We would
need to update plasma-login-manager too.

I can't find a reference to /usr/etc/login.defs elsewhere
man login.defs only references one in /etc/login.defs.

Can you find a reference to a new spec somewhere? I need to explore how merging
happens.
