I don't know the history here, but from testing it seems that the PC3.Menu isn't ready yet to replace them. And if I'm right, what's missing is some positioning code? IIRC this was intentional back in the day, but I agree with you that the result is not very good, especially in Plasma styles that intentionally differ significantly from the app style.
